EDCO NOW MANAGING THREE INCENTIVE PROGRAMS TO ASSIST BUSINESSES
In an effort to provide better service and more substantive assistance, EDCO is now managing three incentive programs designed to assist growing local manufacturers and technology companies and new firms moving to the region. These programs include the Prineville/Crook County Enterprise Zone, The Central Oregon Business Development Opportunity Fund, and Bend’s Fast Track Permitting Program.
The Prineville Enterprise Zone, one of 47 across Oregon, offers temporary property tax exemptions on qualified new investments for companies that create new employment. Qualifying companies must either have a majority of their goods or services sold outside the region or primarily have a business customer base (wholesale, no retail). Additionally, companies must meet minimum investment levels of at least $50,000 and provide new jobs. Existing firms must add 10% or more to their permanent workforce.
A program created by EDCO in partnership with the Central Oregon Community Investment Board, the Business Development Opportunity Fund offers cash incentives for growing manufacturing, high tech, or technology-service companies within or moving to the tri-county area that are making significant capital investments and which are adding new jobs. Cash match for capital investment must be at least $5 for every grant dollar and a minimum of ten permanent family wage jobs must result. Grant monies are limited within the Opportunity Fund, so awards made on a case-by-case basis and are distributed primarily as “gap closing” to help make an expansion or relocation more economically feasible.
Just over one year old, Bend’s Fast Track Permitting Program offers manufacturing and technology companies that would qualify for an Enterprise Zone exemptions (Bend does not have an enterprise zone) to receive expedited permit reviews. Most communities around the state that have enterprise zones offer the fast track permitting. All local, state and federal rules and statutes must still be met for both planning and building permit processes and applications must be complete to avoid delays. Since May 2004, EDCO has approved eight projects.

JUNIPER RIDGE APPROVED FOR URBAN RENEWAL DISTRICT
Positive news was announced this week regarding the potential future development of Juniper Ridge. Deschutes County officially lent its support to the City of Bend for creating a new urban renewal district within the proposed Juniper Ridge development. This move is significant in that it provides a powerful tool (up to $41 million in financing) to build on and off site infrastructure improvements needed develop the property. By creating a new taxing district through urban renewal, the city can use a portion of future property taxes for debt repayment. The new district will certainly be welcome news to the three development teams currently vying to be the City’s master developer on the project. No word on when discussions with developers are scheduled to conclude.
STUDY INDICATES HOUSING PRICES OVERVALUED IN SEVERAL OREGON METROS
According to the a study recently released by National City Corporation’s Chief Economist Richard DeKaser, there is cause for concern regarding the steady rise of home prices in certain U.S. markets. In a simplified explanation, DeKaser’s methodology looks at the ratios between average single family home prices and income ratios for 299 metropolitan statistical areas (MSAs). (As reported in last month’s eCon Update, Bend joined the demographic and statistical MSA ranks earlier this year.) In all, 63 of these MSAs (21%) were considered to be areas of particularly high risk for a correction. The study reports that “high-risk markets are disproportionately concentrated California, southern Florida, and parts of Greater Boston and New York”. Medford topped all Oregon MSAs, and was ranked the 10th most overpriced of 299 markets. Bend ranked 25th, Portland 54th, Eugene 55th, Salem 81st, and Corvallis 110th. Still, residential property sales in the Bend area continue to be brisk, and there appears to be no slowing in the appreciation of prices. A large part of the cause of Bend’s rising prices has to do with the relative scarcity of land for residential use. This reality, combined with very strong demand and rising building costs have fueled much recent appreciation in the region. EDCO ATTENDS TRADE SHOWS
In an effort to generate new leads for companies in targeted industry sectors and to gain valuable business intelligence about trends in these sectors, EDCO has actively pursued attending trade shows this year. Earlier this month, we attended for the first time the semi-annual Outdoor Retailer’s show in Salt Lake City. At the show, which covered more than a half million square feet we were able to connect with local companies in the industry including Ruff Wear (who got us into the show) Entre Prises, Metolius Mountain Products, Of the Earth, and Kialoa Paddles. We also talked with representatives of Oregon’s significant industry cluster the Portland area in knife making including Gerber, Leatherman, Kershaw, Benchmade and other specialty cutlery manufacturers. All in all, attending the show yielded a handful of good leads and invaluable information about the industry, how it works, challenges and opportunities. With Central Oregon’s outstanding quality of life and recreation opportunities, we believe this will continue to be a focus for continuing to build a stronger cluster in recreational equipment. EDCO will look to attend the next show in October 2006 to check out companies in the snow sports arena.
Our next tradeshow will be the behemoth SEMA Show (Specialty Equipment Market Association) in November which is the ultimate gathering spot for motorheads and other companies associated with the automotive industry such as Les Schwab, BMC Choppers, Fuel Safe, Smith Brothers Manufacturing, Powroll, Lynch Performance Products and Muzzy’s.

PENDING RECRUITMENT PROJECTS
Without breaching constraints of confidentiality, we want to make you aware of a few of our pending projects for the region. They include but are not limited to:
- Baldhead Cabinets, a recent EDCO recruit from Southern California that produces steel, modular garage enhancement and workbench storage systems, is in the process of setting up its operations in Bend. EDCO is helping the company to fill up to 15 new positions in the next two months. Available positions include entry level welders, laser operators, pressbreak operators, production assembly, powdercoating, and general laborers. - EDCO is working to assist Creative Metals, a key supplier to BMC Motorcycle Company, with relocation from California. The company is securing lease space near BMC in North Brinson Business Park, and will employ 12 people in various positions in fabrication.
- A company supplying the cycling industry is considering Prineville for relocation from British Columbia, Canada. The company would operate sales and distribution of European-made components and occupy an approximate 10,000-12,000 sf space, creating a half-dozen new jobs.
- A recreational equipment manufacturer and retailer from the Puget Sound area is looking at Redmond for relocation of its headquarters and distribution facilities. The company could employ up to 40 people and would occupy 30,000 to 40,000 square feet.
- As a result of our visit to the recent outdoor recreation trade show, a northern California manufacturer of wood canoes is considering Central Oregon for relocation. We expect a site visit within the next month or two.
- A manufacturer of products for the automotive industry is seriously considering a move from the Portland/Vancouver area to Redmond. The company has been in business for more than 57 years, employs 20, and will occupy an manufacturing and warehouse space of approximately 30,000 sf.
- A medial device and food company headquartered in Minnesota is looking at relocation to the Central Oregon area. The company employs 12 people currently and is looking to expand its fabrication and warehousing operations. Other areas being considered by this company include areas of Texas, Florida, and southern California.
- A manufacturer supplying the recreational vehicle industry is looking at possible relocation from Texas to somewhere in the tri-county area. The owner’s interest in the area was piqued as a result of attending the recent Great North American Rally in Redmond, which was attended by more than 5912 RV’ers and vendors from all over the US and Canada.
- A southern California-based producer of safety-related products has purchased a site in Redmond and submitted plans for a 12,000 SF building to which they expect to relocate in late 2005 or early 2006.
PENDING RETENTION/EXPANSION PROJECTS
- EDCO will be disbursing grant awards from the Opportunity Fund to several Bend manufacturers and a manufacturer from Prineville in the next week to assist with their local business expansions. To be eligible, companies must meet capital investment and job creation criteria. See above article on EDCO managing local incentives for more information on the Opportunity Fund.
- A group of local technology companies and IT professionals is working to establish a formal networking and business support group for the high tech industry. EDCO has been at the table with Opportunity Knocks and key tech business leaders to discuss the most effective means of founding such a group. - SpeedProjects, an early stage company located in Bend, provides a secure project-based file sharing and Internet fax service through an intuitive web browser interface. The company is seeking business advisors, and will be an early stage company presenter at next Thursday’s PubTalk.
- Les Schwab Tires is moving forward on expanding its distribution facilities in Prineville via a new pick yard for containers. Increasingly the company is using containers for more convenient and cost effective storage of tires awaiting distribution to the company’s 390 retail stores. The new investment will create an additional 30 jobs over three years.
